GetResponse starts from Free for 0-100 subscribers and have a pricing structure similiar to Aweber but at a lower price. In addition, GetResponse has prepay discount plan which offer you 15% discount for half-yearly prepay or 18% discount for yearly prepay instead of the standard monthly paid subscription.
